Do i get this right? I cannot craft new weapons, only improve existing ones?

Did i understand this right? if i want to create a weapon from scratch this is impossible?

For example if i scrap the minigun from the beginning i have to find a new one? i simply cannot build myself a new one with a schematic or something?

In a way you can. You can take a Pipe Pistol and turn it into a Rifle by making some mods. I'm not sure yet if this extends to the specialty weapons like the injector.

To be fair, you couldn't create completely new standard weapons in FO:3/NV either ... All you could create were some "specialty" weapons, which I assume you still can? I've seen the "Rock-it" launcher in trailers (or the new version of it) and the Railway Rifle, (hopefully a Deathclaw Hand is there as well?)

 

It kinda makes sense really, when you don't have all the heavy machinery needed to create a complete AK-47 from scratch, but you can ingeniously modify an existing AK-47 with various bits and pieces

After 12 hours i finally have a good hang of it, got alot of indestructible weapons with bonuses that i will be switching my mods around on, i like it, the regular weapons just goes straight to scrap now
