I want to start modding, and I don't know what language to use

None will help,

Beth has it own scripting language, fo4 has maybe an updated one that was in Skyrim. It may be handier to learn with it.

 

There is also no way to edit scripts of fo4 right now. Maybe until the upcoming march.

 

What do you wish to mod? Scripts, unlike what many think, is not used that in many aspects in modding.

What do you mean?

What is Beth's language? how can I mode with it?

By Beth's language you mean the GECK?

If you are interested in scripting, Fallout 4 will probably use Papyrus, the same scripting language as Skyrim's, with some added functions and such. This is a good place to start http://www.creationkit.com/Main_Page

 

If you already have Skyrim, you could use the interim between now and whenever the official editing kit is released to learn how Papyrus works, it will give you a good headstart. Good luck!

The geck is the name of the modding tool. Papyrus is the name of the scripting language Skyrim uses.

Since fo4 is an updatef Skyrim engine, it very likely that modding will not be that different. I'm sure they they made Papyrus better if it still used, but it will still be Papyrus.
