Did Bethesda Change Something to Make Modding Harder?

So, did Bethesda change something behind the scenes in FO4 to make creating new body meshes and adding unique items to the game harder or impossible? Seems like the only mods we're getting are just re-textures and re-color jobs of existing in-game items.

Where's all the inventive new armor, clothing, and hats found in hidden containers; faces added to the CC; hair added to the barber shop; body meshes to be dropped in the Data folder; furniture for housing and oh, heck... you know what I mean. Did they seal the secret code door to all this?

You should see the crazy mods I play with for FO3, FONV and Skyrim (yes, I know FONV isn't Bethesda). I hope the wild success of FO4 goes hand in hand with wild mods. Obviously I'm not a mod creator, just an end-user, but am I right in this observation?

Nope. It was always like that. The game got new assets, scripts and updated engine for 64bit systems (their previous 32bit games couldn't take advantage of quad core cpus and systems with high amouts of ram). Now they have to create a new developers tool designed for modders. We had so far "Creation Kit" - CK for Skyrim and "Garden of Eden Creation Kit" - G.E.C.K. for Fallout 3. It usually takes few months for Bethesda to release new CK.

As for meshes, you need separate programs to view and edit them that are not Bethesda's property. NifSkope is suppose to get updated sometime soon.

The most advanced mods use Script Extender framework created by Ian Patterson, Stephen Abel, Paul Connelly and Hugues LE PORS. We still don't have any eta on FO4 script extender version.

To back up what this guy is saying, even after the FO4 version of G.E.C.K. is put out, it's still going to take some time before the big, extensive mods come out. Even then, they will have a lot of issues to iron out due to being a new mod.
