Couple of settlement questions

There are doctors that can change you face and whole body, medicine is everywhere, people are running labs to clean the water, there are even ghouls that lived before the war. I'm pretty sure basic hygiene is not some weird knowledge from the past.

And not just hygiene but tidiness. There are more than enough brooms to be found. I'm pretty sure after 200 years people would clear their houses from all those burned pre-war magazines on the floor.

Doesn't mean they know that. Linking hygiene with health was pretty much was not a planed research or a test, but more like a coincidence.

That not really far fetched,They don't even know about baseball, building, or how cows and horses look like.

There is hardly books, holotapes in the wasteland. And since basic hygiene is a no brainer in the pre-war era, there is even less chance of it being known since there nothing about practicing it. Even in the vault of 101.

Look at the base of the institute, it so white and clean since they are the decedents of pre-war smarty pants.

Because normal wasteland water has rads, and they know what it does and how bad it is.

Maybe they just don't care? Maybe they used to it? Maybe it part of the floor to patch it up? Beth thinks it fits? Who knows?

The "dirt" thing is just a style choice by Bethesda similar to how all the walls have holes in them. If you can turn the steel from a bunch of guns into a wall you can do it without having holes in those walls. But, they're going for a specific look and since you don't have a foundry (even though they exist) they force you to build crappy looking stuff. The same thing goes for dirt, and why you can't clean up and repair existing homes, and a host of other things. Also, I suspect people just don't give a s#*! about the dirt as much in the Wasteland. They're too busy trying to put food on the table and not get killed by radiation or raiders to care how dirty the floor is.

 

But, ultimately, it is just a style choice that really doesn't make a lot of logical sense. You can build generators, guns, lights, and so forth all from scratch but you can't repair an existing house or sweep up the leaves or paint the metal or wood walls of your construction? No, it doesn't make sense.
