And, you say the game will not start without mods?

 

Install location? If it is in "Program Files" and you got it from Steam, there are instructions on how to move the Steam install and the game out of "Program Files".

You must reduce your load order or the game will never run, no matter what you do. The usually becomes unstable around 125 files in the load order.

 

Remove any disabled plugins. If the file is in the data folder, it will be loaded into the game.
