[WIP] Maxwell's World: A haunted amusement park quest mod that's looking for help!

Hey! I was really excited for this mod but I've run into the actor problem described above. I was able to talk to the first woman, the one that gives you this quest at the start (the one with all the turrents). When I get to maxwell I clear all of the revelers but both jenna and walace refuse to talk with me. My character says Hello, they nothing. I've saved and reloaded the scene, ive 'waited' for a 4 hours, etc. Still nothing.

i can't begin fantastic journey it shows up to find the beeping but nothing happens after that no one comes upstairs nothing can't continue and my last save before maxwell's world was 10hrs prior
