Not sure how much we still have to learn, but it may be possible as FO4 seems to also use a swf file as its loading screen (interface/LoadingMenu.swf). You could probably do it very similarly to the skyrim replacer by just making more frames inside of the loading swf aslong as theres no script that is blocking frame looping (I cant find one).The loading screen was probs black because you need scaleform support for the tip and level (maybe AS3 support aswell).
