Restore and Operate the Sunlight Drive In

Collect necessary materials across wasteland to repair and restore the Sunlight Drive In movie theater. Showings would require security guards and employees to keep raiders and gunner factions from infiltrating and causing destruction. Money would be earned or lost as a part of the settlements income.

Scrapping Missions

Travel with Vertibirds to collect scrap across the wasteland. Use demolitions to remove junk in order to collect valuable scrap. Protect Vertibird from raiders, gunners and mutants.

Assaultron Laser Enabled Power Armor

The laser canon from the Assaultron robot should be incorporated into either the torso or helmet of power armor wearable by the player. This would be an awesome/devastating iron man style weapon.

Van Helsing Crossbow

Create a weapon similar to crossbow in the film Van Helsing. Would go well as a replacement for the syringer rifle.

Work Station Trailers

Using trailers from the Stack-and-build Nexus Mod set, just add a robot employee and set up the trailer with all the materials that make it look like the store you want it to. Similar to the Gun Runner's Store in New Vegas but you could have a medical center, armor center, energy weapons etc..

Stationary Weapons for Settlements

Craftable stationary weapons that settlers and your character can use to protect the settlement. Add miniguns, gatling lasers, flamethrowers, nuke or missile launchers.

360* Jet-pack Thrusters

Love using the endless jet-pack mods out there but traveling is too similar to a blimp. Just add some thrusters that can move the armor in any direction (360*).

Functioning Shields

Why not have shields if you are a melee character right? But also make energy and riot shields and you have a game changer.

Wearable Shoes

They exist in every other RPG so why not make stat boosting boots that can also boost your characters look.

Flash-bang Grenades

Non-lethal and if used while hidden won't cause factions to turn on you. This way you can sneak more effectively and maybe even steal some stuff right under people's noses.

Smoke Grenades

Non-lethal versions for sneaking/cover and potentially lethal versions that poison enemies and cause rad damage.

Restore and Operate Railroads

Missions to restore the railroads that travel throughout the entire game. Obviously you would need to recover materials to fix the track and train itself but also make the factions quarrel over controlling the railroads. Use stationary weapons to protect the train during its missions.

Craft-able Tramways for Settlements

I've seen them throughout the game, specifically at the ship on the east cost of the the game game. Why not make these craft-able inside settlements so that you could travel across the settlement?

Weatherproof Settlements

I find it pretty annoying and strange that there isn't a settlement that you can build to protect yourself from rads (especially if you're using True Storms like me).

Robot Employees

Don't like counting on settlers to be at work on time. Let's just replace them with the robot defense mod and put them to work.

Chem-Darts

I want to ignore Cait's pyscho addiction and unleash her true fury but shooting her full of chems in battle. Lets make some syringer darts that allow this.

Join-able Raider Faction

Fallout 4 lacks a truly evil faction that players can join. The legion and the enclave were really important to feeling like you could choose any path in previous Fallout games. Lets make it possible to join a Raider gang or even the gunners. This would add a great counterbalance to the Minutemen faction in the game. Instead of saving the last of the minutemen, you join the raiders in hunting down weaklings.

Defibrillation Taser

A quick shot to revive your companions that doesn't require a stimpak or compromising your position in battle.

Flashlight Weapon Mods

Just put a flashlight on top of each gun. Make it craftable. Done.

Dead Space Style Power Armor + Weapons

Loved the look of the utility armor in Dead Space. It would probably look just as cool in Fallout 4. Add it the limp-crippling weapons and it would be a fun new way to approach the game.

Return of the Legion (Faction)

This game needs a bad guy, the Legion were the most badass. Lets see the Legate return to the east coast and restart the Legion as the new Caesar. Join or defeat him.

Salvage Beacons is one of the best mods I've gotten, just because it is both immersive and gives you a great way to clean a place out in a balanced and lore-friendly way. But it occurs to me that there is companion mod that doesn't exist:

Deployable Duffel Bags.

I figure, when a duffel bag is empty, you can just keep it in your inventory, say a pound heavy. You can drop it, and it is deployed as furniture or whathaveyou wherever you are. You can then fill it with gear. Maybe you do this so you can make a cache wherever you want, or stow gear, ammo, whathaveyou for a latter assault. Maybe you drop it so you can fill it with goodies and then pop a Salvage Beacon on it for easy pickup. I imagine the bag would get left behind (funny, but the mod only takes contents, not the container, itself, so I understand).

Still, it seems like it should be doable.

I know 0 about how to mod, myself, but I would love to see this one happen.

Not Lore-Friendly:

 

I saw it on thinkgeek, and thought - I want that in the wasteland.

 

Mega Man and Protoman Blasters. Quick fire or charge (like the gaus rifle) but with different sized projectiles (and corresponding or selectable color - for the weapon and attack)
