strange perm restore effect

hello, every time i pray at the chapel or cast the restore speed spell, it increases by that amount, it isnt damaged so i dont know whats going on, i was on 60 but now im on 390 speed, i tried resetting the attributes using setav, and i tried dispel spells and console commands but nothing works. also theres a consent cast sound and a loud hissing sound happens when i enter a door Edited April 15, 2011 by soulscorpion

It seems to me that one of your magic mods is messing things up. The UOP has a function (see your Misc items) that can restore broken skills. But your MUST remove all enchanted items/clothing/armour/buffs before using it.
