Premade Settlement Inquiry

Coming in from Skyrim, I am beginning an adventure in Fallout 4 this week. Adding a few mods to enhance the experience, I have come across the Settlement features, however my attempts to build have been... well terrible.

Normally in Skyrim, I would install from the different homes available then travel to it and make it my own, but for FO4 it seems a bit different in terms that I need to do so with someone else saved file? This seemed evident as I used the file for Project_Sanctuary_2487 and came in as a lvl 50 character that was not my own.

Is my assessment correct that this is the only way to load a prebuilt settlement? I am guessing they are since you need to gather all the materials in the first place to even build. I do see that there are other places as well around the world, and the breakdown of player house vs player settlement mods, so I am not 100% sure there.

Any tips, and if my assumption is true is it due to not have the kit needed for modders to fully engage in their magical work? (If this is the case I may just want to wait and play.. like I said building for me is going all kinds of wrong lol)

It's certainly possible to create a mod based pre-made settlement with just xEdit, but without the CK it just takes a crapload of work to get everything in place. Also, there's the cell reset bug which is (mostly) caused by modding a cell's content. That's probably why all the pre-made settlements at this time are save based, it's just a hell of a lot easier to make.

Skyrim is totally a different game in term of game design. In fact, FO4 is the odd one out. It is one of the very few games that is not a sim game, yet has a rather comprehensive building tool right in the game. Although as of now FO4 is not as robust as The Sims in build mode, it is quite a huge leap from what we have in Skyrim. We get to build stuff right in the open world.

If I remember correctly, Skyrim is all about instances. Even the official DLC player house, you cannot open the Build mode to move things around. But I cannot say I do not love the Skyrim style houses: you just need a gateway somewhere in the game world and teleport to a different cell unrelated to the original location. It may be a step backward in term of open world, but ... like interior in FO4, we are not restricted to the exterior shape of the building (although we try to make it feel like it, for immersion purpose). But as of now, it is not possible until GECK.

I am dreaming of getting the Prydwen (or even a different airship model) as player home. It can be floating in a player created cell with fake LOD texture of Boston far below. There are quite a few Skyrim player houses that does this. This method is a better way than having a real house flying above Whiterun or some place, to avoid conflict and lag, and unlikely to currpt the save game. Is this your idea of player settlement?

I certainly hope cell editing via GECK can be done w/o the reset bug, or that will get obnoxious ina hurry..

Can you elaborate more on this cell reset bug? To my knowledge it only affects Vanilla containers? If we use only player made container there should not be a problem right? Unlike Skyrim, FO4 gives you tons of options to create new containers.
