A Mod that lets me scrap items outside of settlements.

Im getting tired of seeing all the junk in my travels that I cant scrap or pickup. I was hoping there can be a mod that rectifies this. I was think it would look like a Dust Buster Hand Vac that you can equip and when you use it on a scrapable item outside of settlements, it would add the components to your inventory.

You can achieve similar results when using mods that expand the size of settlements plus scrapping mods like Spring Cleaning, although the expansion mods all trigger the cell reset bug as far as I know and might have some other issues as well. Still... you'd be able to scrap outside the regular settlement bounds. Edited January 29, 2016 by wax2k

I was talking with a friend and he suggested a mod that is like a scrap weapon with a scope that makes you enter a settlement scrap system mode that scraps what spring cleaning scraps but important things ... might worth making
