Cannot build Trade Posts any more

One mod, not sure which, seems to have disabled trade posts. I disabled and re-enabled mods I thought related, mods that changed the traits needed to build certain higher level posts, but no joy, except I could see Local Leader again. Does anyone have a mod category I should look through to get trade posts back? If it is relevant, the local leader trait looks a bit glitchy on that Vault-Tec sheet. I know my issue is very hard to track down, but are there mods known to disable trade posts, and like I asked, is there a category of mods I should check. I use Nexus Mod Manager 0.61.9.

Please help. Sanctuary is booming with over 30 settlers, thanks I think to the six storey scrapscraper filled with trade stands and beds, and nicely lit too. I can only build the Bunker Hill post. The load order list above is a little outdated, but mainly I just updated what's there.

Click the button underneath the green checkmark on the plugins tab (it looks like a piece of paper with an arrow coming off it) to export your load order. Copy and paste in spoiler tags please.

You missed the very top of your load order (.esm files) in the pictures.

Here's the load order. Any suggestions? I am thinking that a mod which swopped local leadership with another trait might be at fault.

Remove Settlement Keywords if you are not using a mod that uses it. A mod conflicting with Settlement Keywords will cause the trade posts menu to be hidden.

Look for compatibility patches for the mods that conflict. There is a short list on Settlement Keywords' description page.
