Have you tried sorting your load order bia BOSS?

yes i tried boss i also tried deactivating all my mods exept the vannilla oblivion esm and shivering isles esp

and does it still crash with just the base game, and SI?

If you're still crashing with just the vanilla game you may want to reinstall the game, and then install one mod at a time until it either breaks (in which case you'll know what the problem is) or the game runs fine. You'll want to read all the documentation to make sure you're installing everything in the right order. I suggest you use either OBMM or Wrye Bash to manage your mods so you won't have to go reinstalling every time a problem arises.
