ZsoSahal
Have you tried disabling all the mods and then adding them back in one at a time to see which is causing the issue?B/c... that is my advice.
vac333
yeah i did that a few times, even removing the ENB i use, and tweeking the INI back to defaults looks as if the clean/screen textures are not being used or there is a lighting affect causing glare I have Pipboy FX disabled so I can use color mapbut i see screens of others with the same mods for Pipboy i use and there screens are clearso i guess it must be a lighting setting INI that is causing it just do not know what to change to what
ZsoSahal
Alright, more drastically, go into all the files and make sure every texture, mesh, and material is deleted, as well as the esps. Completely clean installs, and then one at a time... figure out what is causing it.
ZsoSahal
Alternatively, you could use the one I do. Pretty sure its FOMOD had a clear glass option. http://www.nexusmods.com/fallout4/mods/449/?

ZsoSahal
Now that IS odd. Especially since you have the ENB disabled. I'm almost leaning towards a hardware issue. But that is grasping at straws really.
vac333
I really think my Pipboy has a reflection affect, and is reflecting light, and that is why it looks like thatbut even when I turn off reflections using Bilago's tool HAZE is still there,I am at a loss with thiseven the brightness of the text and entire screen it self is lowwhen i re-enable Pipboy FX to increase screen intensity, it gets worse
