the increase in the level cap breaks the game

after downloading broken steal i found that the increase in the level cap unbalances the game, so i tried searching for a mod that would allow me to play the dlc while disabling the raised level cap, to no avail. if such a mod exists please tell me about it.

 

better yet, it would be great if i could still level up to 30, gaining a perk with each level yet not be forced to distribute skill points every time

You could just get Wasteland Mastery and pump all your points into something that doesn't affect much, like science, barter (you will already have loads of caps anyway), or lockpicking past 100.

 

You could also go ahead and pump anything and just use the console to immediately reduce the skill you pumped back down.

or just install a slower leveling mod.

This is a little late, but anyway. There's a mod I think you'd find perfect, it will allow you to skip giving points, as well as perks if you so choose to later on. I've used it before, it's a tweaked xml file, so, if you have any UI mods, you'll have to manually tweak that file instead to keep your UI.. If you've no UI mods, then this will work perfect for what you want I think! You can still level to 30 as far as I remember, but add ONLY perks like you mentioned.
