Scrapped Items Coming back (They weren't before)

I recently (last 2 days updated almost every mod in my list. I was playing when apparently the cells reset. Bushes, Trees and stumps are back making a mess of all of my elaborate buildings. Any ideas what the culprit is and can I stop it? Mod list below...

Combined Expansion = Increased settlement build area?

 

If so, that is most likely your problem as all settlement build area mods cause cell reset bug that will affect Scrap Everything. Really better to use Spring Cleaning for scrapping.

Similar issue here,

 

Only I also do use 'Loot' for sorting. (which can create its own issues if one is not careful)

 

But in my case, I found that the "spring cleaning - compatibility patch" had some-how been dropped or otherwise deactivated.

 

I re-activated it, In NMM , and made sure it was last in the load order. Then I loaded the last save prior to my finding the "returned / regenerated" buildings in Sanctuary,

and Presto! They are gone again!
