One Settlement One Quest

some of us hate radiant quest, even so many meme about Preston and his radiant(random) quest and the settlement.

OK my idea is simple

one settlement only have one fixed(not random/radiant) quest

so if there 29 settlement = 29 fixed quest (exclude some settlement quest like airport Boston, sanctuary, etc)

no more defend a settlement.

no more repeat quest in same settlement.

if this possible using only FO4edit?.
