Some of My Textures Have Suddenly Become "Soupy"

The 1.3 patch (or greater) and setting "Texture Quality" to MEDIUM in the game launcher options greatly reduces the soupy texture issue. Using ENBoost also helped a little but not as much as the former tweaks. The ini tweaks make the problem worse after the last patches, so don't use them. Lastly, if you still get the occasional soupy texture, hit F5 to quicksave then F9 to quickload and the textures should become crisp again.

well the ini tweaks using bilago cfg helped me in 1.4

Helped you with what? Making breakfast? I'm using Bilago's configuration tool and it doesn't do a thing...

Gonna have a look at those settings... I'm a bit tired of all the CTDs right now. Prolly going to weed-out my mods and re-install the ones I absolutely want to keep. If and when nothing changes, well, there's plenty of games besides FO4. I'll get the GOTY edition early 2017 and see what gives

it stopped my 1ms micro stutter when walking, running or even standing around. haven't seen any soup anymore either. if this is the performance i am getting now than i can't wait to see what i get with the 980 ti

You'll be disappointed. Since I can run FO4 on ultra (set by the game's .exe at the first start; not me maxing-out everything manually) on an MSI R7970 Lightning (non GHz edition, standard clocked at 1070/1400MHz). Only thing set to "High" are GodRays, which I deactivate anyway. Sole area where I have some stutter is on the roof of Faneuil Hall and also in areas which I crammed to the brim with buildings and decorations... Micro-stutter is more often than not remedied by the GPU drivers as well...

Apparantly, the "soup" is caused by Bethesda's switch to streaming textures instead of an immediate render, so, I can't see how some .ini tweaks will do away with it... but hey, if you think it worked, who am I to argue
