Sure, they CAN do it, but would it not be WAY better for them and their downloaders if they waited until the GECK came out? It would make the process easier, and the end result much better quality. I make mods because im passionate about it and am not going to wait for bethesda to release the GECK. Well look at it from a users point of view. Some people want more content than vanilla fo4 has to offer and they don't want to wait for the GECK or for DLCs. The Creation Kit is their internal content creation tool. It's not how they program the engine, and large swathes of the game are hard-coded, but it is how they make landscapes, quests, dialogue, how they implement armour and weapons...
