Well, the Wiki at least does not bother to make the distinction between the Gen 3 or Gen 1 & 2 models. It does however claim that both perks affects synths, which is odd. I mean, the Gen 1 synths are basically just very smart robots - shouldn't we be able to hack them instead with Robotics Expert? Besides, if you told these supposed science genius prodigies about the funny pictures on your Pipboy and how they let you intimidate machines they would likely defer you to the medical ward for some medication. Their recalcitrant ignorance towards the sentience of Gen 3 synths is simply a blaring metaphor for the socially imposed racism that colored the vision of American slave owners into believing their slaves were somehow an inferior people (and therefore deserving of slavery). They modeled the Railroad on the actual Underground Railroad so it figures they would also copy the mindset of their former adversaries. Not terribly original, but edgy enough for a good story. The Brotherhood of Steel seems the odd-ball group in this equation as their ideology has no relative ancestor similar to that of the Railroad or the Institute. But back to the topic of these perks, it seems strange both would list synths as possible targets. Which one would be used if a synth was held at gun point? Is there even a difference?
