You can download all the mods right now. Premium or Supporter membership gives you added perks, like faster download speeds, ad-free browsing and so on, but it does not give you access to any more (or less) mods than normal, non-paying users. With that said, can you try selecting "Pay Pal - Non-recurring payment" from the drop-down menu when you go to pay and seeing what happens?
