If you're using Windows 7 or Vista, an Oblivion install in program files can cause a lot of problems.In case you are using either of those Windows version, you may wish to try and run TES CS in administrator mode or even reinstall your game to let's say... C:\Games.The cause is Windows UAC in that case, it blocks programs not run as admin from modifying program files and sometimes even when they do run with admin rights.
