After all, humans are the most powerful species... especially the dragon born (he kills dragons. DRAGONS!) If I wanted to go underwater, I'd be an argonian or get some potions. Unless you wanted to change into a dragon to fly, or turn into a horse and travel from place to place without buying a mount.
