You have to create material swap, and include bgsm files for each part of the power armor (after you've edited the textures and included them in bgsm files). And then you need to create object modification that includes power armor keywords and material swap you've created. And then you just need to create constructible object that crafts that object modification.

I've been searching high and low for some kind of video tutorial or text tutorial for just this process.

This is EXACTLY what I was looking for.
