is Enclave confederancy?

Is the Enclave meant to be the Confederate states of America? because they look EXACTLY the same as the Confederate national flag and I wanted to know if there was some sort of link?

In the fallout storyline the USA was divided into 13 commonwealths.

 

This is not just the enclave flag, it is the USA flag right after WW2.

I highly doubt this. I know it's a game and all but the USA's millitary is for power show. Because in the world where Nuclear technology is well, around for nearly everyone even tiny so-called Communist states (Cuba?) you don't really need soldiers, eh?

Umm, even in a world where everyone has nuclear weapons, nukes don't win wars. You still need a well trained reliable ground force and air superiority. In the fallout world nukes were not fired until the very last second when China had no options and they were being invaded, by marines.

I thought nukes were still only used by the biggest states?

 

Like the USSR, China, the USA and only one or two others?

 

I thought it was only Nuclear Fusion, with a bit of Fission tacked on, which every other nation used?
