HOW do I make a simple book in oblivion or note?

So in skyrim's creation kit, it was actually possible to duplicate books, edit them and done. Easy right?

Well in oblivion's construction set that's sadly not the case. The option to duplicate books or letters doesn't appear at all! So what am I supposed to do to create a book in oblivion? I clicked on new, but then obviously the NIF files are missing, so I can't open them for my book. How do i do that?

1. double-click a record in object window
2. change editor ID
3. click "Ok"
4. when it asks whether it should save it as a new record, click yes
5. done
