MichikoUnknownFox
I'm editing and updating this thread for posterity. :D I think I've found what was causing the problem, but let me simplify and explain my solution, in case anybody gets this problem in the future too. The original problem is that companions refuse to do what they're supposed to do. This involves all human NPCs that you can recruit normally, vanilla or mod-added, excluding all companions that you recruit via a mod like Sharing and Caring Companions or Companion Share and Recruit. They will talk to you and have dialogue options as if they're your companion, but they won't follow you at all, or help you in combat. They just resume their daily activities as if you never recruited them. It didn't affect Dogmeat though. I haven't met Fawkes yet, so I couldn't tell if he was bugged. But it was true for Clover and all the mod-added companions like Bittercup. I tried disabling all of my mods, even reinstalling the game. A fresh-off-Steam vanilla game with only the official DLCs enabled still had the problem... But after some more testing, I found that the problem may have been related to FWE's alternate start (which is why I only noticed this problem a few days ago, when I made a new character). The reason I was having the same problem was because I was exiting Vault 101 using console commands. I figured it would be a shortcut to be able to test if companions were still broken. I'm not sure on the whole game system or how it works, but I figure it might have something to do with these companions thinking I'm still in the vault, so they should not follow me. FWE's alternate start skips the whole vault, and seems to have that same problem. To test, I just now did the entire Vault 101 scene and exited normally. Then I console jumped to Clover and recruited her normally off Eulogy. Voila! Bug is eliminated, and she was following me like she should. I'll do a bit more testing to be sure, but for now I think my problem is solved. I hope this helps somebody in the future, too.
