Poisoned Apples

First: Eliminate all food from the target's normal place of eating.

Second: Replace the missing food with the poisoned apples.

Third: Sit back and watch the victim kill him/herself (and if it's a public place, several other people as well).

Also:

 

If you're talking about Adamus Phyllida, why save the arrow? It only affects him.

Pickpocket the person, but when you get into the inventory window click on your inventory, what you would normally use to sell stuff, and select the poison apple.

 

He should now have it in his inventory.

 

Now remove all the food from areas he goes to so when he gets hungry he will eat the apple, inducing death.

That's who I was talking about, and since it wasn't explicitly stated otherwise, I assumed that I could save the arrow and use it on someone else.

You should listen to Ocheeva. She does say that the Rose will only work in Philida. Actually, ALL of the Dark brothers and sisters can provide you with a tonne of usefull information. Keep an ear out.

Saving before shooting him works if you want the arrow for a display case.

 

Sometimes it gets stuck in him, reload till you have success.

 

Don't try picking up the thieves guild special arrow after shooting it though, it just gets stuck in your inventory.
