Horrific NPC lag...

Whenever I look at an NPC, my FPS goes from 60 solid (I use vsync) to around 20 FPS. It does this with and without mods and my graphical settings make no difference at all. I'm using the Steam version of the game and my specs are in my sig. This is what I've tried so far...

  1. Revalidating files on Steam - didn't do anything. Issue persists.
  2. Disabled Steam cloud - only kept it from destroying my ini every time I close the game.
  3. Deleted my ini about five times and had it regenerate. Issue persists, also tried the DLL fix for Fallout New Vegas (was worth a try) and that just makes it default to medium (rather than low) when it regenerates.
  4. Tested vanilla, issue is there with or without mods.
  5. Have lowered my graphical settings - my FPS stays the same at low as it does at 1680x1050 w/4xaa, 16xaf and QTP3.
  6. Have tried disabling sound via the ini, doesn't effect performance.
  7. Have tried forcing 3.0 shaders and the various multicore tweaks, doesn't do anything for my performance.
  8. Have tried disabling and enabling Catalyst A.I, didn't fix it.
  9. Have tried the LAA Enabler/3gb patch/whatever you want to call it. Does nothing.
  10. Have tried using OSR. Doesn't help, no matter which heap I use.
  11. Also tried turning vsync off. That doesn't do anything to help. :/

So uhh, any known solutions? I'm fine on any other game out there.

I do not see sigs. so I have no idea what your specs. are, but let me guess that you use hi-res skin textures? If so, 20 fps is very typical in Oblivion, no matter what your rig specs. are.

My specs: Phenom II 945, ASUS M4A77TD PRO, 6 GB A-DATA DDR3 1333, XFX HD 5850 1 GB

It does this in vanilla and only started after I got the Steam version (old disc broke). Even if it was related to textures, I get the exact same FPS at low as I do with the game maxed with 4xaa and 16xaf.
