Elys Uncapper, what does it do exactly

I am looking for a mod which makes fortifying combat-oriented skills past 100 useful, but it must still remain impossible to level above 100.

For example, my lv 47 char with 100 Blade should remain at lv 100 forever, but if I enchant every piece of his armor with fortify Blade, the damage of blades should continue to rise.

 

If found Oblivion -Elys- Uncapper but when reading through the description and comments it wasn't clear to me if you could level past 100 or not.

If anyone knows the answer or a mod which does as I hope for, please leave a comment.
