Unfortunately, the game engine used by the game chokes if there are more than a dozen or so NPC on screen at one time. This is a limitation of the game engine and cannot be modded away. There are mods that seem to do it, by having a bunch of non NPCs that are basically just standing around doing nothing - they will not attack or defend themselves and are essentially just a part of the scenery.

 

For an example of this see the 'crowd' at the arena. Only those on the balcony with you are actually NPCs. the rest are just statics that follow a preset routine. raise hands, lower hands on a preset part of the script.

if it is possible,that you can make a dozen of team, and the 'leader' can control this team , every team can be see as an NPC or maybe just like Shin Sangokumusou 5 ,a leader will fight with you and the other ' batman' just fight simple wave there swords. they will not defend but maybe can hit you right? what 'batman' care about is fight with which team , face to where,keep defend stauts and where are you.
