Stop the Raiding at ______ Bug

So a while ago on my Fallout 4 save file I got a quest from Preston to "Stop the Raiding at Taffington Boathouse". So I go onto my map, fast travel there, and I find where the quest marker ends: in the middle of the settlement. Usually, the quest marker is supposed to be pointing to a settler from the settlement, so I'm wondering... Did the quest fail to assign a settler for me to talk to for the quest? And yes, I talked to all of the settlers from the location. And I also waited several in-game days. And I also traveled to other locations and completed several other quests before returning back and trying again. I'm also considering using console commands to end the quest, but I'm not sure which one to use... and that's simply because some of the Settlement quests use EditorID's.

 

 

I would upload some photos to help visualize the problem, but the file sizes are way too big. The only other person that I know that has had this same problem (at Taffington Boathouse) was someone who posted on Besthesda's forums, and no one responded. So I'm hoping someone else might have an idea on what the problem is and how to solve it. (I'm also hoping to figure out why this happened). If the problem can be solved without using console commands, that would be awesome. Thanks for the help.

Sometimes, radiant quests need talking to a settler that you've assigned to a provision line (those will have the marker way outside of the settlement) and sometimes a settler somehow gets stuck underground. The latter mostly happens in an area where you've built something (settler is underneath the floor) but it can happen in an untouched area also.

 

Quick saving and then reloading often makes the settler pop-up from underground. When not, well, radiant quests are thirteen in a dozen, so, skipping one won't be the end of the world...
