Definitely the main quest. I like getting that out of the way because if it's anything like Oblivion's, I'll have that sense of urgency that will keep nagging me if I get distracted.

Well after I get done smelling the stratedy and art book I will be swerving on the way home as I try to read and drive, while also attempting to memorize the things I havent already on the map xD

 

Hopefully I make it home to play Skyrim lol

Explore the cities, talk to people, visit scenic points of interest, maybe start assessing the balance of power and get a few side jobs to scrape coin for better equipment and/or training.

It has all ready been confirmed that there are no psychic guards :D The only way you can get caught is if someone sees you, and if you kill all the witnesses your bounty drops to zero. :D
