Government in Skyrim

Forgive me, as I'm not up to date on all the Skyrim news, and this might have been discussed before, but what form of government is employed in the province? I'm going with the assumption that it still forms part of the empire, but what is the local government like. Who rules it?

Reason I want to know is because I feel it makes out a very important part of the game's setting. Oblivion's whole 'seat of the empire', imperialistic approach sort of tanked, in my opinion. Aside from the the Imperial City, you wouldn't even know of the existence of the empire. You had Imperial Guards patrolling the roads, but that was about it. No imperial garrisons in the outlying cities or anything. Morrowind did it better by having numerous imperial garrisons spread across the continent. You can't really run an empire if you have so little control over the subjects within a province. It makes no sense. If rebellion were to break out in a number of towns, any and all imperial reinforcements would have to come from the Imperial City, which would drag the event out. Having a garrison in each town would be a pretty easy way to solve this. It doesn't help that the only imperial forts are in ruins, either.

Skyrim is ruled by a king who has been assassinated, the empire is the shambles and skyrim as well, half of skyrim wants to separate themselves from the empire, whereas the other half believes and still want to be a part of the empire, and make it work. civil war. And now the prophesized dragon alduin has awoken as it was foretold.

Most likely it's nords, since there still is a lot of prejudice and racism in Skyrim, i doubt that even as being part of the empire, they would allow a majority of imperials to defend them.

Well, it's civil war so there's not a single government in Skyrim.

I'm not sure if I'm right on this, but I think that Solitude and the surrounding are is ruled by the Imperial Legion. While Windhelm and the surrounding area is ruled by the Rebels. So Skyrim is divided in half.

Besides that, Skyrim has 9 holds and each one is ruled by a Jarl.

Ah, so while Skyrim is caught in the strife of civil war, a new threat arises in the form of dragons. Now why couldn't Oblivion have such an interesting back-story? It was basically just 'Aaaah, the emperor is dead, aaaaah oblivion gates, *pewpew*, crisis averted'.

Indeed. XD

But the civil was should hopefully have visible affects on the province of Skyrim. In Oblivion, the death of the emperor was supposed to throw the entire province into turmoil. With the death of their emperor and an impending Daedra invasion, the citizens of Cyrodiil didn't particularly look as if they were very worried about it. If the entire empire is possibly crumbling around them, you'd expect them to be a little less cheery. :P

I think 500 hours is not all that uncommon for many of the members on this forum. ;) I'm sure a good portion of us have at least a few hundred hours spent on it over the past 5 years.
