I've only been able to buy them from Mick and Ralph's special hidden weapon stock. You can't find them anywhere in containers, on enemies, or lying around. Is this a bug? I'm working on a mod that overhauls the throwing knives, the biggest change for most people is probably going to be the ability to make knives at a workbench. Hoping to get it out relatively soon.
