When they violate the tos, they can ban that user from uploading anything else from that account. So they'd have to start another steam account, buy another copy of fallout 4. If someone gets banned they can't just make a new account and change their IP to re-upload a stolen mod. They would need to make an entirely new steam account and purchase a new copy of the game.
