You could probably use F4SE and have a script that changes the FOV when a key is toggled. I'd recommend leveraging the "fov #" console command if there isn't a function for it.

 

I Know there is a way to check what mods are on a gun if you want it to be scope dependent.

How exactly would you check for mod on a gun?

Check out the Loads of Ammo mod. In addition to switchable ammo types, it also adds switchable scopes ... variable zoom basically.

I'm not sure how you would check for a mod directly, but I know that a mod can be used to add a keyword and then you can have something check for the keyword.
