I've written a tool for extracting them: http://skse.silverlock.org/download/skyrimtools_0001.7z, currently that's the closest you can get AFAIK. Example: SkyrimScriptDumper.exe "D:\Temp Scripts\Baron's Crazy hats" "D:\Temp Scripts\Baron's Crazy hats" is where I stored a pex file I wanted to dump. Seems to work well enough.
