And you are still getting spawns inside the build limits? If you are, contact scary666scream; a fix may be needed. Note that he says most settlements, or something along these lines in his description. Tenpines Bluff is in the list of settlements which is identified as fixed in the description. Maybe it's down to something as trivial as a CTD. I got the alarm (using better warnings), travelled there and the Mutants were on the outside. CTD after the first hit. There was some speculation that doing so causes enemies to spawn inside, mind you, with that mod installed it shouldn't matter.
