Speed is Constantly Decreasing! (Requesting Assistance)

So as the title says, my character's speed is constantly decreasing! i'm uncertain as why specifically... it's not a fast rate by any means, and it only starts happening around low 70's, at which point it then starts tacking on penalties, only 1-2, at the moment i'm at 86 including the penalty at 10, so my original number should be 96, it's not TOO much of a worry at the moment, but i can easily see this being an issue... as to when i said i was uncertain of the EXACT issue, i do know it's a mod based issue, some of the mods i THINK could be part of it are realistic leveling (Currently on silent mode), UV3( Least certain on this one... but doesn't hurt to keep it in mind i guess), Sprinting (also highly uncertain of effects, i'm mostly adding in some mods that have a use for the speed stat), that's all that would come to mind for having the slightest effect on this, i have checked to see if this was a disease, and so far, no, it is not, i have done temples, cure disease potion, early on in-fact, no effect there... even went to the sithis alter, no luck... makes me wonder if maybe a mod i have is making my speed increase somewhat slowly? or is modifying it towards carry weight lowers it...? although i highly doubt that one simply from testing this earlier and no immediate effects came...

 

So yes, overall, I'm stumped! if any other details are needed i will provide them as requested, and any help given is highly appreciated!

Well... i feel ashamed to say i missed that, after actually trying it for the reason of "Why the heck not?", it ended up working! so thank you for that, though now my speed has increased up by 60+, curious this makes me... but none the less, still better then losing speed, anyways, Thanks again.
