So, on certain sites, it comes up with a weird interface

Only when me or the web host is having connectivity issues. Maybe you've got a browser plugin blocking all but the basic elements of web pages? Not sure just throwing ideas out there.

I agree with diggydug. It looks like what we get when NoScript (a browser extension) is running, and we haven't given a site permission (or adequate permission) to run their scripts.

 

Also try resetting the script permissions for whatever level of security you use, via your browser options.

basic elements, it's either your ISP chugging up or something is blocking everything except basic elements
