Goliath978
Certain NPC's are untalkable. You click on them and they just say "I'm just here to clean" or something like that. Why the noobout 3 features?
Vagrant0
Certain NPC's are untalkable. You click on them and they just say "I'm just here to clean" or something like that. Why the noobout 3 features?Probably to avoid additional annoyances, like having to zoom in and get stationary for every minor character in order to know minor characters from ones which have more dialogue. Means less repetitious dialogue and rumors.

Tropxe
In previous TES games, there were basically about 5 NPCs copy-pasted over the whole world (in addition to plot-relevant ones such as Lord Vivec) and they just all said the same damn thing. Play Daggerfall, everyone says exactly the same stuff and is just an info dump rather than a person. Now that they've actually started giving NPCs personality, they're in the position of having to spend ages and ages having every single one say something unique and meaningful (which is unrealistic in itself, because if you went around saying "Hi!" to random people all day, you'd eventually get told to f*** off, and wouldn't get anything useful out of people anyway), cut down the total amount of NPCs and make the towns seem as underpopulated as they did in Morrowind and Oblivion, or just do what they're doing now and have most NPCs just be like "How's it going!" and then walk off.
