Skyrim stop Scaling not working

Hi I've just started getting back into Skyrim, but for fun.

 

I've finished some quests up to the quest with the Greybeards where you have to go to Ustevgrav or something to get this horn. Before that I had set all my levels to 100 using mods and gained every single perk using mods again. I've got armour mods which are like daedric equivalent (to be specific Lich King armour mod). I enter Ustengrav and theres Arch Necromancers, Bandit Highwayman and extremely high levelled mobs, I mean I can fight them pretty fine, but after I come across a arch pyromancer and like 3 draugr reapers. The draugr reapers are just impossible for me to kill, they hardly take any damage from me and it only takes them about 5 hits to kill me. If this zone was fine on it's own I would just god mode through it but it's the whole of skyrim that's scaled with me, but this is where I need help, I don't want the creatures to scale with me, I want a simple breeze through the game (I know it's noobie) but I really just want to enjoy it without trying to hard obviously not one hitting everything but I don't want to play against a challenge if you know what I mean.

So I've tried out many mods:

This mod had a confusing install since I usually would just use NMM, I think I installed correctly, there are a bunch of other mods which said should be downloaded beforehand but I read through the comments they said they're only optional and they're not needed to work. I installed it, put the esp in my data folder and Ustengrav had no changed at all, heck I even started to roll back the game a bit and still there a mobs impeccably high levelled scaled with me, so I guess that mod didn't work properly for me. Keep in mind that I didn't restart the game, I had tried it outside Ustengrav, not inside.

 

Second mod I used - http://www.nexusmods.com/skyrim/mods/63349/? - PermaZONES

I'm not sure how it worked, I think it just makes the base level for monsters higher, nevertheless this did nothing to the mobs in Ustengrav.

 

Third mod - http://www.nexusmods.com/skyrim/mods/18436/? - ASIS

This mod was very confusing I thought, one of the features stated it had a fully customisation spawn levels, but I had no idea how I could change it, anyways I used the SkyprocPatcher and it did nothing again, all still very high leveled.

 

Last mod and probably closest to it - http://www.nexusmods.com/skyrim/mods/28761/? - WTF Random Encounter Zones

I had high expectations for this mod because I thought it would work like a charm. Installed ran the patcher and enabled the esp. It even showed in the zones that they had all changed, I could see there UstengravZone with a lot of stats that I didn't understand. For sure I thought this work, but I loaded up my game and there they still were untouched.

 

If anyone can tell me what I've done wrong or why this doesn't work and how I can fix it please tell me. The only things which I think may be the reason is it doesn't work in a game which is already saved midway through an unedited game (if you know what I mean) but i'd prefer not to have to restart considering it took me a while to get my whole character setup and doing some sideline quests. If you want an easy game just stick with vanilla gameplay. Only use graphics/UI mods.

 

The base game is very easy. My level 40 mage destroyed everything almost effortlessly.

 

Most of those mods are designed to make the game feel more "static" by making certain areas high level and some low level. Similar to a deleveled world like Requiem but these arent deleveling mods.

 

Makes zero sense to use mods like these if you want an easy game. Vanilla skyrim is very very easy.

I want to use the mods that I have, just because vanilla is easier I want to enjoy playing with some of the mods, anyways that's not the point of this thread either, I want someone to tell me why the scaling mods aren't working / if theres anything else. Sorry if I made myself unclear, I don't want it to necessarily be "easy", I would like to use my mods as well as the game not being to challenging.

Are you loading up a game and revisiting an area you have been to before?

 

If you have already been to an area then the enemies there have already been determined and no mod will change them.

I'll give you an example - right now I have a save game outside ustengrav, I download a scaling stopper or something, go into ustengrav and no mobs are changed.

 

 

I've tried to do it but I don't really understand it, can I use it with the WTF - Random encounter zones?

Yeah, Ustengrav was almost certainly already loaded in that save, especially if the Main Storyline quest that sends you there has already been started. This would depend on your graphic settings, actually, but unless you are using the very low graphics settings chances are it is already loaded. Try wandering around and entering a dungeon that you haven't even been close to before.

 

It's also not inconceivable that the mods you are using avoided messing with Ustengrav because of its role in the main storyline.
