Second, .NET Framework is a requirement for tons of different things, including stuff completely unrelated to modding. If this is a barrier for you, you might as well stop now. It was released to Windows 7 systems a very long time ago and was included in their regular Updates. If you have ignored updating your Windows 7 Operating System then it is your machine that is broken and there is little that the Nexus can do about that.
