Deleted35607895User
I'm having these problems: 1) The Nuka World transmitter is not in the Raider menu. Shank talks about a few other things available for entertainment, like an alcohol still and a "pull" something plus some sort of Raider Dealer (is that a trader?). I have furniture, flags, raider items, a misc menu with cages and spikes and such, but no transmitter or still or "dealer". I've tried SKE and All DLC mods, which push all DLC items to their own menu. Still no transmitter. I've tried removing OCD, and still no transmitter. I've completed Home Sweet Home and even powered up the lights. No transmitter. 2) Although I took over Greentop Nursery, which is just over the haill from The Slog, Shank won't let me force The Slog to supply Greentop. In fact, none of the settlements I raided are within range of anyplace by whatever crazy thing Bethesda decided to muck up. Also have the problem that Shank can be moved to a settlement, but not one of the one's I took over, leaving me with a blank Move To box. WTH? Bethesda really made a janky raiding process. You can't force a settlement over the hill to supply your raider camp, but Super Mutants from 1/2 way across the map want the settlement's food even though there are Super Mutants right next door who ignore that settlement ruthlessly (Count Crossing, anyone?). Just having to listen to Shank talk about all the things you need to do is evidence enough that they made a mess of this because their original Fallout 4 faction system is equally messy. Deleted35607895User
start removing mods until you find the problem Yes, thanks. I'll mark it as an answer, but not the best answer. People without mods are experiencing this as well, and the mods SKE and/or All DLC definitely correct conflicts. Sadly, this is a Bethesda issue. I am hoping there's a console command or even a working fix mod or otherwise that reflects the questions I asked.

Deleted35607895User
Yes, thanks. I'll mark it as an answer, but not the best answer. People without mods are experiencing this as wel sounds like you're reading some other threads and other forums on this issue but not posting in those to find the solution Those posts are everywhere and no one really provides an answer other than "mods, man, are the source of your problems and fixes". So far, only three possible solutions have been presented, none of which work for those of us with this particular problem. The two DLC fixes do their job, but the items are still missing. Bethesda needs to help us fix it, but in the meantime, someone may happen to now.
ClayboTGW
Might help if you post your load order there are a few older mods out that down right conflict with contraptions and Nuka World causing menmu items or menus in the workshop not to appear
Deleted35607895User
Went through looking for conflicts, and found not a single one in any constructible object in Nuka World or the primary settlement quest. All were green. I opted to copy flags and transmitter and the raider still into an override mod to remove some of their restrictions so that they'd just appear in the menu. They did not, in fact, appear in the menu even then on a borrowed non-modded save! Noticed another odd thing. I went back 20 hours of play to the time I first had to take over a settlement, which was Starlight. Hadn't even discovered it yet. Cleaned out the mole rats, claimed the workshop. Same as before. Tried to craft the flag as the quest needed, and the flags were still grayed out even though the amount of rubber and cloth listed was well above the needed materials. That's the odd part I noticed. It said I had 70 rubber and 20 cloth, but my personal inventory was empty of junk AND the workshop inventory said I had 5 rubber and 2 cloth without any other way items to get those two from. Where is that rubber and cloth coming from?
