Vendor items disappearing from worldspace

This is probably fairly simple, but so am I, so I was basically born for this.

 

I created a merchant in his very own shop, and then I loaded his inventory-safe with a truckload of guns. Specifically, a carbon copy of the Gun Runners inventory list, among other things, which should basically cover all the vanilla guns in the game. Then, and here's the issue, I put a bunch of guns on the shelves inside the merchant's cell, for set decoration/motivation to murder the merchant and his family to loot the place. So whenever I buy a weapon from him that should be spawning in his safe (I think), it actually just poofs off of the shelf. How do I make that stop?

Did you set their ownership to the NPC directly? Because the NPC will sell everything he/she owns, and this will make stuff disappear. A way to avoid this would be to create two factions, one of your NPC and a new "ghost" faction. Assign ownership of these items to the ghost faction and set the faction to be friend/ally of the NPC faction and track crime. That way, if the player steals them, the NPC should attack.
