Aeradom
It's been a while since playing the game, but I'm pretty sure I don't remember this being a thing: https://postimg.org/image/dc59w3u6v/I seem to recall that being an issue but can't remember quite how to fix it. I thought it might have been a mod (though I didn't have any active at that point). Just to make sure, I disabled the ENB, redownloaded the master files, deleted the ini.s, and finally ran the game through the default steam launcher. But as you can see, the problem is still there. So any ideas? I have another lighting issue as well, but this is a bit in reverse: https://postimg.org/image/3w3wjff1b/
Aeradom
Bump/Edit: Did a redownload of the game and as far as I could tell reset all the inis, still happening.
wishbone346
The second pic looks like an issue I had a little while back. The issue was with Nvidia's newest drivers. Had to revert back to the old ones to fix the issue. I've also heard that ambient occlusion can cause something similar, and that setting it to HBAO+ fixed it. JimmyRJump
Has to do with a setting in the NVidia software. Can't remember what exactly as I'm using an AMD GPU. Check around for topics about NVidia drivers and software or play around with settings like anti-aliasing and some such...
bill8872
if your using the Geforce Experience, and it use optimal settings for the came, and it will fix the pipboy light issue.

Yap it was a driver issue alright. I hadn't updated mine in a few weeks but I went ahead and did that and sure enough, screen looks fine now. Thanks all!
