Anyway, as far as encumberance goes, what you see is about all you'll get. There's no practical way of modding this outside of just increasing how much you can carry. You can't even implement a script to check how much total weight the player is comparing in relation to their max so that something like a loss to speed and mobility can be applied once they go over half their maximum. A little realisms nice, but I dont particularly see the value in running through the same dungeon thirty odd times just because of two claymores. But this is probably because there's no current system to determine how much weight an NPC has verses how much they're able to carry. Unfortunately any sort of scripting done with what is currently available would not be able to do anything about this due to differences between games, feather, and burden. The only way something like this could be rigged is if the OBSE team were able to locate where values for encumberance are stores, however I have a feeling that due to how the game treats those values even when they can be obtained, they cannot be really used due to how the game calculates weights. If there was any sort of encumberance recording system in the game it wouldn't need to constantly reload the information every time you access a container. Of course, I could be wrong, but I seem to remember getting frustrated because my character moved so slow after looting a couple of dungeons.
