Naked NPCs problem (No Nude Mods)

I've been using Whiterun as the testing grounds for my next playthrough. Usually, I can get this figured out, but so far have not had any success. And yes I have looked for a relevant thread to my issue and haven't found much outside nude mods.

I have both Bashed Patch and Reproccer. I run the bashed patch (excluding reproccer) first, then run the Reproccer (including the bashed patch). I have started a new game in Breezehome and clean the save of orphan scripts. That way when I enter Whiterun it's the first time it's been loaded without any of the old mods interfering.

 

So here's the list of Naked NPCS I've found so far.
Whiterun: Jenassa, Uthgerd the Unbroken, Farkas, Aela, Ria, Athis, Njiadia (Basically half of the companions)
Riverwood: Sven, Faendal

 

I've run the game without Immersive armors & for NPCS revisited. And I've run it without interesting NPCS. I've rebuilt the reproccer and bashed patches

Everything else is fine- no other bugs that I've found. It's been months since I've bothered to try and fix this, but I'm at the point where I just need to accept that this is beyond me. I'm sure there's something simple that I'm missing, but I'd really appreciate any and all help.
