Have you set up your system to not hide files from you? Windows could just be hiding it, because it is impossible for the game to run at all without it. Changing your system properties to not hide known extensions, and show all hidden files seems to be the most common way to fix the problem you're having from what I have read.

I realise that it's got to be there but even setting my system so it doesn't hide folders and file extensions this file is not showing up.

if I follow this path (C:\Program Files (x86)\Steam\SteamApps\common\Skyrim\TES5Edit) I can find TES5edit.exe ? But in the Skyrim folder there are only 2 folders Data and TES5Edit.exe

I have things set up so all file extensions and folders are showing, I am stuck.

 

 

Edit:

This is my 6th time of playing Skyrim and using SKSE, but this is the first time I have had this trouble, yet the game seems to be working as if this file is there. So this file is there and hiding extremely successfully, or the game is working well without it as I have gotten to level 18 already.

I will ring my son tomorrow and with his help find this file, because until I know for certain that it is there I am not going to play any more Skyrim for a while.

I didn't even realize you could install SKSE though NMM. Is that even a thing? I've never tried. I would suggest just removing SKSE from your system completely and just use the SKSE installer instead. Try looking for it through Windows Explorer. Just type in a search for it, if it is in your PC (and I'm certain that it is) it should come up. Hopefully.
